This bill would establish a defined contribution retirement plan within Indiana state teachers' retirement fund.  Defined contribution plans reduce the potential for pension system failures that occur when defined benefit plans promise benefits that are greater than the investment results of the fund.  The differences end up being covered by higher taxes.  This would be a step toward moving to a defined contributions becoming the norm, as they are in the private sector, insulating taxpayers from making up for poor results or planning (not setting enough away).
